Vladimir N. Bulatov

Vladimir N. Bulatov is a Soviet and Russian scientist, historian, Doctor of Historical Sciences, Professor, Rector of Pomor State University (1986–2007), Corresponding Member of the Russian Academy of Education (2001), Full Member of the Russian Academy of Natural Sciences (2003), Dr. h.c. of the University of Haute Alsace.

V.N. Bulatov was born in Romania in the family of a Soviet soldier. Since 1949 he lived in Arkhangelsk. He studied at the secondary school No. 22 in Arkhangelsk. After school, he worked as a builder and a tower crane operator. He was in the Soviet Army in the Southern Group of Forces. After demobilization, he graduated from the History Department of the History and Philology Faculty of Arkhangelsk State Pedagogical Institute named after M.V. Lomonosov (ASPI). He worked in the Komsomol and Party organizations of Arkhangelsk region: as a Secretary of the Komsomol Committee of Pedagogical Institute, the Second and the First Secretary of the Lomonosov District Committee of the Komsomol (AULYCL), a Head of the Department of the Arkhangelsk Regional Committee of the Komsomol, an Instructor of the Regional Committee of the CPSU.

V.N. Bulatov studied under the famous historians G.G. Frumenkov, Yu.K. Novozhilov, A.N. Aksenov, K.S. Ivanova, A.A. Kuratov and others. The scientific interests of the young historian were formed under their leadership. The initial theme of his research was defined at the period of his work in the Komsomol and Party organizations of Arkhangelsk region: the issues of history of the AULYCL and CPSU, the Party leadership of the development and study of Arctic, the Northern Sea Route. V.N. Bulatov defended the Ph.D. thesis in Leningrad State University in 1979 on the theme "The Komsomol is the active assistant of the Party in the pre-war years (1937–1941)". V.N. Bulatov was conferred a Degree of Candidate of Historical Sciences in June 20, 1979. V.N. Bulatov graduated from Leningrad Higher Party School in 1980.

Since 1981, he worked in Arkhangelsk Pedagogical Institute (1991 – Pomor State Pedagogical University (PSPU) named after M.V. Lomonosov; since 1996 – Pomor State University (PSU) named after M.V. Lomonosov; in 2011 PSU named after M.V. Lomonosov with the Arkhangelsk Forest Engineering College Emperor Peter I and Severodvinsk Technical College formed NArFU – Northern (Arctic) Federal University named after M.V. Lomonosov), he served as a Senior Lecturer in the Department of history of the CPSU, Associate Professor in the Department of history of the CPSU, Pro-Rector for Research (since October 1985). In 1982–1984 he studied in the Centre for Doctoral Training in Leningrad State University. Since March 1986 V.N. Bulatov was the Rector of Arkhangelsk Pedagogical Institute, since 1991 – Rector of Pomor State Pedagogical University, since 1996 – Rector of Pomor State University.

In 1989 the MSU Publishing House published Bulatov’s monograph CPSU as the Initiator of the Development of the Arctic and the Northern Sea Route (1917–1980), which was favourably noticed by the reviewers. In 1991, on the basis of this monograph, Bulatov defended his dissertation for the degree of doctor of history. The following year the Ministry of Education awarded him the academic rank of professor.

Bulatov was the president of the regional board of the “USSR-Norway” society. In 1993 he headed the commission on cooperation in the sphere of education of the Committee of Countries of the Barents Euro-Arctic Region. He met Norwegian Prime Minister Kjell Magne Bondevik, King Carl XVI Gustaf of Sweden, Norwegian Minister of Foreign Affairs Jan Petersen and others. Bulatov participated in two Russian-Norwegian expeditions, including that to Franz Josef Land. He was also a member of the international programme “The Barents Region”.

For many years he held his posts as chairman of the regional branch of the Russian Cultural Foundation and president of the regional board of the “Russia-Norway” society. Among his other posts the following can be named: co-chair of the Pomor branch of the National Committee “Intellectual Resources of Russia”; member of the Council of the Executive Committee of the Congress of Russian Intelligentsia (since 1997); member of the Arkhangelsk City (1987–1990) and Regional (1990–1993) Soviet of People’s Deputies; member of the Lomonosov District CPSU Committee (1971–1975) and Arkhangelsk Regional CPSU Committee (1988–1990). In 2001 he was elected corresponding member of the Russian Academy of Education (RAE) and in 2003, full member of the Academy of Natural Sciences (RANS).

Since 2005 Professor Bulatov served as an adviser at the Civic Chamber of the Russian Federation. In 2006 he was elected chairman of the Council of University Rectors of the Arkhangelsk Region.

Bulatov was also chairman of the Society of Historians and Archivists of the Arkhangelsk Region, adviser on Education and Science to the Head of the Arkhangelsk Region Administration, honorary member of the Lomonosov Fund and deputy editor-in-chief of the “Pomor Encyclopaedia”.

Vladimir Bulatov died on the 6th of July 2007 in Arkhangelsk and was buried at the local Kuznechevsky cemetery.

In 2008 a commemorative plaque to Vladimir Bulatov was unveiled on the main building of Pomor State University named after M.V. Lomonosov in Arkhangelsk. The publishing house of Northern (Arctic) Federal University was named after him.
